A Cruel Act To Homeless Dogs And Puppies

At 9-15 a.m., the Blue Cross of India’s Resident General Manager Mr. Dawn Williams received a phone call from a person who stated that homeless puppies and dogs were being killed in a mass culling operation in Mugilvakkam. Mr Williams obtained the address and rushed to the location. While in the process of asking for directions, he encountered a tractor that was filled with the carcasses of the animals that had been poisoned that morning. He counted 23 dogs and 11 puppies – one dog was still in pain and succumbed shortly after.

Mr Williams rescued the other dogs that were about to be killed. He identified five persons (4 men and 1 woman), a driver, cleaner and asked the driver about who gave him directions to kill the dogs. The driver said that the local Panchayat President Mr Palani had given him these instructions. Mr Palani also said that they ironically had made a “resolution” on Gandhi Jayanthi to catch the dogs.

Killing of Dogs is illegal as per the Prevention of Cruelty to Animals Act 1960 and this is also against the Supreme Court ruling that Dogs cannot be killed and Animal Birth Control is the only humane way of reduction in dog population which is further supported by Chennai being declared Rabies Free by the Corporation where ABC is being carried out for the last 45 years.Mr. Williams lodged an FIR in Mangadu Police Station against all concerned. He received phone calls from the guilty parties pressurizing him to withdraw the complaint.

Mr Williams refused and took photographs of the bodies to prove the crime had taken place. Blue Cross of India was established in 1959 as a charitable animal welfare organization and is dedicated to reducing the population of homeless dogs in a humane manner through Animal Birth Control – Anti Rabies (ABC AR) and thanks to BCI’s efforts, Chennai was recently declared a rabies-free city. Killing dogs is against the Supreme Court rules and this culling operation was illegal in nature.
